On 15 September 2026, the European Commission adopted the Fair Labour Mobility Package,

accompanied by five legislative proposals: a Regulation establishing a European Social Security

Pass (ESSPASS); the Skills Portability Act (COM(2026) 992), introducing a framework for digital

and comparable qualifications; a targeted revision of the European Labour Authority Regulation;

an amending Directive on the recognition of professional qualifications; and a new Directive on
